Sub.: Subordinate Statistical Service (SSS):   Clarification on the Seniority list prepared for various Grades of SSS.

The draft seniority list of the departmental candidates absorbed in various grades of SSS were circulated vide this Ministry OM No.12012/3/2004-SSS dated 1st July, 2004 for Grade.-I, OM No. 12012/4/2004-SSS dated 1.4th July, 2004 for Grade II, OM No.12012/5/2004-SSS dated 9th August 2004 for Gr. Ill and OM No No.12012/6/2004-SSS dated 31st August, 2004 for Gr. IV.

2.                                    In response to these Office Memorandums   number of representations have been received by    the CCA of SSS.  It has been observed that    in most of representations the incumbent (S) have compared   their seniority with the persons appointed and absorbed in the higher grades of SSS.

3.        Some   departmental candidates   have given references of the   procedure followed   in the  draft eligibility lists of the departmental candidates holding the post in various scale offered by participating Ministries   and circulated by CCA   of SSS on 11.6.2002 (for the incumbents holding the posts in the pay scale of Rs. 5500-9000 on regular basis) and 28.2.2003 (for incumbents holding the posts in the pay scale of Rs. 5000-8000 or 6500-10500 on regular basis.

4.                                    The draft eligibilities list circulated   were finalized on the basis of comments received from the incumbents and    finalized eligibilities lists were circulated on 20.10.2003.     The  Selection  Committee     used  these  lists  for absorption  and appointment of the departmental candidates in   various grades of post of SSS as follows.

(i)                    The      Draft Eligibility list circulated on 28,2.2003 and finalized

on 20.10.2003 containing names of departmental candidates holding the posts in the pay scale of Rs. 6500-10500 on regular basis were considered by Selection Committee for absorption and appointment in SSS . These departmental candidates were considered for SI Gr. I ( in the pay scale of Rs. 7450-11500) or SI Gr. ll( in the pay scale of Rs. 6500-10500) on the basis of suitability of the departmental candidates.


(ii)       The Draft Eligibility list circulated on 20.06.2002 and finalized on 20.10.2003 containing name of departmental candidates holding the posts in the pay scale of Rs. 5500-9000 on regular basis were considered by Selection Committee for absorption and appointment in SSS . These departmental candidates were considered for absorption and appointment to SI Gr. II (in the pay scale of Rs. 6500-10500) or SI Gr. lll( in the pay scale of Rs. 5500-9000) subject to suitability as well as availability of post.

(iii)             The Draft Eligibility list circulated on 28.2.2003 and finalized on 20.10.2003 containing name of departmental candidates holding the posts in the pay scale of Rs. 5000-8000 on regular basis were considered by Selection Committee for absorption and appointment in SSS . These departmental candidates were considered by Selection Committee for absorption and appointment to SI Gr. Ill (in the pay scale of Rs. 5500-9000) or SI Gr. 1VI( in the pay scale of R35000-8000) subject to suitability as well as availabilities of posts.

5.        All the departmental candidates recommended by Selection Committee have been  absorbed in the recommended grades with effect from   1.4.2004.  The procedure given in the Annex -I enclosed with    the OM dated 11.6.2002 and 28.2.2003 has no relevance. The Criteria used for inter se seniority for these departmental candidates for each grades are given at Annex,.

6.                                     Further, it is also mentioned here that these draft seniority lists are subject to change due to inclusion of number of   departmental candidates whose cases are still pending for absorption and appointment in various grades of SSS.

7.        All the participating Ministries are requested to bring the contents of this OM to all SSS personnel for information.

Annex

Criteria for preparation of Inter se seniority for SI Gr. I of SSS in the pay scale

of Rs. 7450-11500.

(i)     The officers appointed to the Statistical Investigator Grade-l will be arranged as per their date of appointment to the post of Statistical Investigator Gr.l ( In the pay scale of Rs. 7450-11500) in SSS, if not mentioned otherwise.

(ii)     If the date of appointment in the pay scale of Rs. 7450-11500 are same, then the incumbents holding the post on regular basis carrying the pre-revised scale of Rs. 2000-3500 as on 31.12.1995 and its normal replacement scale of Rs. 6500-10500 as on 1.1.1996 will be placed en block above the incumbents holding the post on regular basis carrying the pre-revised sale of Rs. 1640-2900 as on 31.12.1995 and revised upgraded scale of Rs. 6500-10500 as on 1.1.1996.

(iii)    Further, while preparing the seniority list, the date of appointment of an incumbent as given in the seniority list by the concerned administrative Ministry has been taken as the crucial date. The inter- se-seniority of incumbents within each participating Ministry/Department/Organisation has been maintained in the seniority list.

(iv)   In case of non-receipt of seniority list, the date of appointment of an incumbent as given by the concerned administrative Ministry has been taken as the crucial date. In such case the inter-se-seniority of incumbents within the concerned Ministry/Department/Organisation has been maintained in the seniority list as per the seniority Number given to the incumbents by the concerned Administrative Ministry.

(v)   In case of the date(s) of appointment of two (or more) incumbents happen to be same, if they belong to the same cadre, they have been placed as per their order in the Seniority list/serial no. given by the concerned administrative Ministry. In case those incumbents belong to different cadres, they will be placed as per their date of birth i.e. those who are older in age have been placed higher.


Criteria for preparation of Inter se seniority for SI Gr, II of SSS in the Pay Scale of Rs 6500-10500

(i)     The officers appointed to the Statistical Investigator Grade-li will be arranged "as per their date of appointment to the post of Statistical investigator Gr.l! ( In the pay scale of Rs. 6500-10500) in SSS, if not mentioned otherwise.

(ii)     If the officers were holding the post with the same revised pay scale i.e. 6500-10500 prior to absorption in SSS, the date of appointment in the scale of Rs. 6500-10500 shall be taken as crucial date provided their inter se seniority within each participating Ministry/Department/Organisation is not disturbed. Further, the incumbents holding the revised scale of Rs. 6500-10500 ( pre-revised pay scale Rs. 1640-2900 and upgraded pay scale Rs. 2000-3500 ) shall be senior to the incumbents holding the revised scale of Rs. 5500-9000 ( Pre-revtsed 1600-2600 and upgraded pay scale Rs. 1640-2900) after 1.1.1996.

(iii)    Further, while preparing the seniority list, the date of appointment of an incumbent as given in the seniority list by the concerned administrative Ministry has been taken as the crucial date. The inter- se-seniority of incumbents within each participating Ministry/Department/Organisation has been maintained in the seniority list.

(iv)    In case of non-receipt of seniority list, the date of appointment of an incumbent as given by the concerned administrative Ministry has been taken as the crucial date. In such case the inter-se-seniority of incumbents within the concerned Ministry/Department/Organisation has been maintained in the seniority list as per the seniority No. given to the incumbents by the concerned Administrative Ministry.

(v)   In case of the date(s) of appointment of two (or more) incumbents happen to be same, if they belong to the same cadre, they have been placed as per their order in the Seniority list/serial no. given by the concerned administrative Ministry. In case those incumbents belong to different cadres, they will be placed as per their date of birth i.e. those who are older in age have been placed higher.


Criteria for preparation of Inter se seniority for SI Gr 11) of SSS in the pay scale of Rs 5500-9000.

(i) The officials appointed to the Statistical Investigator Grade-Ill will be arranged as per their date of appointment to the grade of Statistical Investigator Gr-lll (in the pay scale of Rs. 5500-9000) in SSS, if not mentioned otherwise.

(ii) if the officials were holding the post with the same revised pay scale i.e. 5500-9000 prior to absorption in SSS, the date of appointment in the scale of Rs. 5500-9000 shall be taken as crucial date provided their inter se seniority within each participating Ministry/Department/Organisation not disturb. Further, the incumbents holding the revised scale of Rs. 5500-9000 (pre-revised pay scale Rs. 1600-2660 and upgraded pay scale Rs. 1640-2900} shall be senior to the incumbents holding the revised scale of Rs. 5000-8000 (Pre-revised 1400-2300/1600-2600 and upgraded pay scale Rs. 5000-8000} after 1.1.1996."

(iii Further, while preparing the seniority list, the date of appointment of an incumbent as given in the seniority list by the concerned administrative Ministry has been taken as the crucial date. The inter- se-seniority of incumbents within each participating Ministry/Department/Organisation has been maintained in the seniority list,

(iv) In case of non-receipt of seniority list, the date of appointment of an incumbent as given by the concerned administrative Ministry has been taken as the crucial date. In such case the inter-se-seniority of incumbents within the concerned Ministry/Department/Organisation has been maintained in the seniority list as per the seniority No. given to the incumbents by the concerned Administrative Ministry.

(v) In case of the date(s) of appointment of two (or more) incumbents happen to be same, if they belong to the same cadre, they has been placed as per their order in the Seniority list/serial no. given by the concerned administrative Ministry. In case those incumbents belong to different cadres, they will be placed as per their date of birth i.e. those who are older in age has been placed higher.


Criteria for preparation of Inter se seniority for SI Gr IV of SSS in the pay scale of Rs 5000-8000

(i)   The officials appointed to the Statistical Investigator Grade-IV will be arranged as per their date of appointment to the grade of Statistical Investigator Gr-IV (in the pay scale of Rs. 5000-8000) in SSS, if not mentioned otherwise.

(ii)     if the officials were holding the post with the same revised pay scale i.e. 5000-8000 prior to absorption in SSS, the date of appointment in the scale of Rs. 5000-8000 shall be taken as crucial date provided their inter se seniority within each participating Ministry/Department/Organisation not disturb.

(iii)    Further, while preparing the seniority list, the date of appointment of an incumbent as given in the seniority list by the concerned administrative Ministry has been taken as the crucial date. The inter- se-seniority of incumbents within each participating Ministry/Department/Organisation has been maintained in the seniority list.

(iv)    In case of non-receipt of seniority list, the date of appointment of an incumbent as given by the concerned administrative Ministry has been taken as the crucial date. In such case the inter-se-seniority of incumbents within the concerned Ministry/Department/Organisation has been maintained in the seniority list as per the seniority No. given to the incumbents by the concerned Administrative Ministry.

(v)   In case of the date(s) of appointment of two (or more) incumbents happen to be same, if they belong to the same cadre, they has been placed as per their order in the Seniority list/serial no. given by the concerned administrative Ministry.
