Consumer Price Index (CPI) Urban: It is designed to measure the change over time in the general level of retail prices relevant to the entire urban population in the country. The CSO is compiling Consumer Price Index for urban areas with the base year 2010. The collection of Prices is being done by NSSO (FOD) from selected 310 towns, comprising of 1114 quotations, out of which 1078 quotations are the responsibility of NSSO, rest 36 quotations of Arunachal Pradesh, Mizoram and Lakshadweep are managed by CSO, PCL unit. The CPI(U) scheme collects the prices of goods on the basis of three broad segments of the population (viz. affluent, middle and poor). A Market Survey on CPI(U) was conducted in the month of August, 2014 to include the new items in the commodity basket which have crossed benchmarks as per the weighting diagram decided on the basis of NSS 68th round of CES ( Consumer Expenditure Survey) for the revision of Base year of CPI (Rural/Urban/Combined) from 2010 = 100 to 2012 = 100.
Rural Price Collection (RPC): The data collected on rural retail prices are used for compiling the Consumer Price Index (CPI) for Agricultural Labourers/Rural Labourers. At present, the Labour Bureau, Ministry of Labour and Employment, compiles and publishes the CPI for Agricultural Labourers/Rural Labourers. A commodity basket consisting of 260 commodities was adopted in 1986 with a view to reflect the price changes in respect of the consumption pattern of the Agricultural Labourers/Rural Labourers. The price data for the items in the commodity basket are collected every month from a fixed set of 603 villages/ markets spread over 26 States/UTs using schedules 3.01 (R). Along with the price data, the daily wage rates of 12 agricultural and 13 non-agricultural occupations are being collected in Annexure-I of schedule 3.01 (R). Except R.O Gangtok, R.O Port Blair and R.O Panaji all other 46 ROs are carrying out the RPC Survey work regularly.
Wholesale Price Index (WPI): NSSO (FOD) is currently facilitating price data collection for the existing Series of WPI. It is compiled by the O/o Economic Adviser (OEA), Department of Industrial Policy and Promotion (DIPP), M/o Commerce & Industry. Currently the data transmission is being done in respect of 3813 Units and 4548 Quotations for every week i.e. 18192 quotations for a month spread throughout the country. The Base year for the existing series of WPI is 2004-05.
Other Surveys:
Periodic Labour Force Survey (PLFS): The primary objective of PLFS is to measure the dynamics in labour force participation & employment status in the country and to generate quarterly Indicators of Labour Force. The Pilot Survey on PLFS commenced from 1st July 2011 in three states of Himachal Pradesh, Odisha and Gujarat for a period of one year. Earlier, the survey was for one year with 4 quarters. Later it was decided to continue the survey for one more year (July 2012- June 2013). The survey work was completed on June, 2013 and transmission of data was completed in the month of July, 2013. The full-fledged Periodic Labour Force Survey is expected to start shortly across the country.
Working Class Family Income and Expenditure Survey (WCFI & ES):Working Class Family Income and Expenditure Survey (WCFI & ES) is intended to conduct survey of Income and Expenditure and House Rent of industrial workers at the selected industrially important centres of the country. The main purpose of this survey is to compile the weighting diagrams of Consumer Price Index-Industrial Worker (CPI-IW) for the selected centers. Earlier on the request of Labour Bureau, FOD conducted this Survey for current series of CPI-IW with base 2001=100 during September, 1999 to August, 2000. The Labour Bureau has decided to conduct a fresh Working Class Family Income And Expenditure Survey (WCFI&ES) at 88 centres of various States/UTs spread all over India for changing Base year of CPI (IW) to 2015=100. The new series is proposed to cover 88 selected centres covering 67,200 schedules along with coverage of two additional sectors viz. Construction and Handloom. The Preliminary survey is likely to start shortly.
