Prof. Bimal Kumar Roy (Tenure 15 Jul 2019 - 14 Jul 2022)

Prof. Bimal Kumar Roy is former Director of the Indian Statistical Institute and headed R.C. Bose Centre for Cryptology and Security. He developed cryptographic algorithms for various Government Agencies viz. DRDO, ISRO, BARC and SPG etc. and provided know how on methodology and application of statistics to NSSO, RBI and Ministry of Labour etc. in conducting nationwide surveys, data analysis and inference. The other key leadership roles in professional bodies include Initiator-Mentor, M.Sc. in Data Science at various Institutes like Central University of Rajasthan, Vivekanand University, Kolkata etc.; Chairman, DST program Advisory Committee for Data Science; Chairman, Steering Board, Indo-French Centre for Applied Mathematics; Advisor, National Intelligence Grid; Advisor, TCS for Data Analytics; Advisor SPG; Founder Secretary, Cryptology Research Society of India (CRSI). He received a Ph.D. in Combinatorics and Optimization in 1982 from the University of Waterloo. Earlier, he did his M.Stat. and B.Stat. from ISI Kolkata. In 2015, Prof. B.K. Roy was awarded Padma Shri, India’s fourth highest civilian honour, recognizing his accomplishments and contribution to education. In 2019, Shri Roy has been appointed as the Chairperson of the National Statistical Commission, Ministry of Statistics and Programme Implementation, Government of India.

Dr. Kiran Pandya (Tenure 15 Jul 2019 - 14 Jul 2022)

Prof. Kiran Pandya is a professor of Economics and currently heading the Department of Human Resource Development, Veer Narmad South Gujarat University, Surat (Gujarat, India). He has 39 years of teaching and research experience. Prof Pandya has also rich administrative experience as Head of the Post Graduate Department, Dean of Arts Faculty, Registrar, Dean of College Development Council and Director of IQAC. He held several important administrative positions in the University. Prof Pandya has obtained the degree of PhD from the University of Sussex (UK) in the year 1993. He was awarded the prestigious Commonwealth Scholarship by Commonwealth Commission to pursue his doctoral study. He obtained an MPhil degree with ‘A’ Grade from the Gokhale Institute of Politics and Economics, Pune. He holds first class master degree in Economics from M S University of Baroda. Prof Pandya has rich research experience. He has worked on many research projects funded by the Government, ICSSR and corporates. Two of his major research works were preparation of the Human Development Reports of Surat District and Tapi district of Gujarat (India). The reports were to be prepared on behalf of the Government to give them an insight into decentralized planning with an objective to foster development of the districts. Apart from this, he has led and worked on two allied research projects of the Government of Gujarat. Besiedes, Prof Pandya has successfully guided 25 doctoral and 5 MPhil students. Prof. Pandya has published number of papers in reputed national and international journals. He is also on the editorial board of few journals. DrPandya has co-authored books on Statistical Analysis using SPSS and also on R. He has also co-authored books in Gujarati, the regional language of Gujarat (India) in area of Quantitative Methods and SPSS.A textbook on Quantitative Methods, written in Gujarati and widely accepted at postgraduate level across different educational institutions and universities in Gujarat was sponsored by the UGC. Prof Pandya has held important positions in the corporate sector as well. He served as an Independent Non-Official Director of a Public Sector Undertaking of the Government of India - WAPCOS, during 2017-19. He has made significant contributions as a Chairman of the Audit Committee and as a Member of the CSR Committee of WAPCOS. In 2019, Prof. Pandya has been appointed as the Member of the National Statistical Commission, Ministry of Statistics and Programme Implementation, Government of India.

Prof. Pulak Ghosh is currently a faculty of Decision Sciences and Center of Public Policy of the Indian Institute of Management Bangalore (IIMB). He also holds the IIMB Chair Professor of Excellence. Prof. Ghosh serves as a Senior fellow at Niti Aayog (Govt of India’s highest policy making body) and consults corporates and Govt. on various issues of emerging technology (including AI, Big Data, fintech, Industry 4.0) and finance, economics. Before joining IIMB in 2009, he was a faculty at Georgia State University, and Emory Univ, USA. His main research and teaching interest are in the interface of economics and emerging technologies and how and why policy makers should strategize to embrace it for better decision making. Disruptive innovation, digital platform and emerging technologies like AI, Fintech etc. are changing the way Govt will do business. Prof. Ghosh works in this space. Pulak has published over 70 research articles in internationally reputed journals. Prof. Ghosh was in the Advisory group member of Big data at the United Nations (UN) Global Pulse, a big data initiative by UN. He was a member of the prestigious Karnataka Knowledge Commission and Co-Chairman of the big data initiative.

Dr. Gurucharan Manna (Tenure 15 Jul 2019 - 14 Mar 2022)

Dr. Gurucharan Manna is former Director General of CSO and NSSO in the Government of India. Post superannuation, he joined Institute for Human Development as Professorand also joined National Council of Applied Economic Research (NCAER) as a Senior Adviser. Dr. Manna has nearly 40 years of specialized experience in formulation of survey methodology including sample design, estimation procedures for household and establishment surveys, and the design of survey questionnaires and related documents for fieldwork and data validation. Over the years, his responsibilities at NSSO/CSO includes the compilation of GDP estimates; conduct of the 6th Economic Census; technical coordination and supervision of the Annual Survey of Industries, Energy Statistics, and Infrastructure Statistics; compilation of the Index of Industrial Production and the Index of Service Production; finalization of survey methodologies and reports for NSSO socio-economic surveys; and compilation of foreign trade statistics. Dr Manna is currently the chairman of the Working Group on NSS 78th Round and also the chairman of the Technical Advisory Committee on 7th Round of Occupational Wage Survey including the Base Revision of Wage Rate Index constituted by the Ministry of Labour and Employment, Government of India. He is also currently a member of the Working Groups of the NSS 75th, 76th& 77thRounds, Labour Bureau’s Expert Group on the All India Survey of Domestic Workers, Migrant Workers, Employment generated by Professionals and Employment generated in Road Transport Sector and the Labour Bureau’s Expert Group on All India Quarterly Establishment based Employment Survey. Dr. Manna received his Ph.D. in 2013 from the University of Kalyani, West Bengal. Earlier, he did his M.Stat- from ISI Kolkata and B.Sc, Statistics Honours. In 2019, Dr. Manna has been appointed as the Member of the National Statistical Commission, Government of India.
