Towards global monitoring, the UN Statistical Commission constituted an
Inter-Agency and Expert Groups on SDGs (IAEG-SDGs) in April, 2015 with 28 Member Countries. India is a Member of IAEG-SDGs, representing the South Asia. Based on the IAEG-SDGs recommendation, the UN Statistical Commission in its 48th Session in March, 2017 adopted a Global Indicator Framework, consisting of 232 unique Indicators. The global indicator framework was subsequently adopted by the General Assembly on 6 July, 2017 and is contained in the Resolution adopted by the General Assembly on Work of the Statistical Commission pertaining to the 2030 Agenda for Sustainable Development

There are 3 types of indicators in the Global Framework, viz. Tier I, Tier II and Tier III Indicators.
Tier I: Indicator is conceptually clear, has an internationally established methodology and standards are available, and data are regularly produced by countries for at least 50 per cent of countries and of the population in every region where the indicator is relevant.
Tier II: Indicator is conceptually clear, has an internationally established methodology and standards are available, but data are not regularly produced by countries.
Tier III: No internationally established methodology or standards are yet available for the indicator, but methodology/standards are being (or will be) developed or tested
Multiple Tiers : different components of the indicator are classified into different tier.
Development of methodology and data in respect of each Indicator in the Global Framework is led by a UN Global Agency. These agencies are named as the Custodian Agencies. UN Statistical Division has identified a Custodian Agency responsible for the methodological development of indicators, establishment of data flow mechanisms, monitoring and dissemination of data on each of the global indicator. Custodian Agencies are generally UN bodies or internationally recognized agencies. The Custodian Agency is required to involve the National Statistical Offices of the countries in the indicator development process. The global reporting on SDGs will be done by UN based on the Global Indicator Framework using data from the National Official Statistical System compiled by the Custodian Agencies
The Custodian Agencies are expected to generate the data for the global monitoring with the help of national data from the countries. In case of Tier III Indicators, the Custodian Agencies are expected to develop internationally accepted methodology in consultation with the NSOs.
