Agriculture Surveys

The Field Operations Division of NSSO has the overall responsibility of providing technical guidance to the States in developing suitable survey techniques for obtaining timely and reliable estimates of crop yield, bringing out uniformity in definitions and concepts and providing assistance in training the State field personnel. It also undertakes supervision over the primary field work of the State Governments in respect of area enumeration, area aggregation and Crop Cutting Experiments.

The supervision on field work for qualitative improvement in Agricultural Statistics is carried out through well-organized sample survey under Improvement of Crop Statistics (ICS) Scheme. The Scheme aims at pointing out, through joint efforts of Central and State agencies, the deficiencies in the State system of Crop Statistics and suggesting remedial measures for strengthening of the existing system. The ICS scheme is in operation in 18 Land Record States/UTs and 3 Non-land Record States.

The responsibilities of supervisory staff of the NSSO (FOD) and State Governments inter- alia involve sample check in non-overlapping samples on (i) area enumeration and aggregation in about 10,000 sample villages in each season (ii) about 31,000 Crop Cutting Experiments in a year carried out by State primary workers under General Crop Estimation Surveys. The information collected during supervision are entered in three different schedules viz AS1.0 for area enumeration, AS 1.1 for area aggregation and AS 2.0 for crop cutting experiments. Elaborate instructions for filling the schedules are given in ICS manual prepared by the division.

The findings of the sample supervision are brought out in the form of State-wise reports for two major seasons and an All India Status Report titled Review of Crop Statistics System in India through Scheme for Improvement of Crop Statistics. The status reports are exclusively sent to concerned state governments for effective and lasting improvement in the system of data collection and generation of quality statistics on crop estimates.

Work related to planning of survey, compilation & analysis of data and publication of the reports is done at Agricultural Statistics (AS) Headquarters of NSSO (FOD) located at Faridabad.

2. Review of Crop Statistics System in India through Improvement of Crop Statistics Scheme (ICS).	The publication deals in details, two components of Crop Statistics i.e. Area and Yield collected by different States through prescribed procedure. The status, lacunae and infirmities in the system of Crop Statistics in the States as generated through the Improvement of Crop Statistics Scheme (ICS) is presented in this report. The report also contains the details of sampling design and organization of the supervisory survey and major findings of the scheme. 3. Review of Crop Statistics System in States through Improvement of Crop Statistics Scheme (ICS) (season wise) Status report of each State.	Report deals with the findings of Sample Check on Area Enumeration and Crop Cutting Experiments taken up under the scheme of ICS in 22 different States/UTs namely: Uttarakhand, Puducherry, Andhra Pradesh, Assam, Haryana, Himachal Pradesh, Jharkhand, Odisha, Uttar Pradesh, Bihar, Gujarat, Jammu & Kashmir, Chhattisgarh, Karnataka, Punjab, Rajasthan, Kerala, Madhya Pradesh, Maharashtra, Tamil Nadu, Telangana and West Bengal. New Initiative underAgriculture Statistics Hqrs. Faridabad

Agriculture Statistics Headquarters, NSSO (FOD) has successfully designed the digitized schedule AS 2.0 (sample check of Crop Cutting Experiments) under the scheme of Improvement of Crop Statistics for collection of data from field offices. The work in the newly digitized schedule is likely to commence from Rabi 2017-18 both in Central and State sample.
